Tony Wayne Baxter (born February 1, 1947) is the former senior vice president of creative development in Walt Disney Imagineering and was responsible for creating designs and carrying out the construction of attractions all over the world.

Mister Baxter is an unseen character from 20,000 Leagues Under the Sea: Submarine Voyage. Mister Baxter was a member of Captain Nemo's crew during the 19th century, operating off of Vulcania. He would serve as the helmsman and possibly boatswain of the Nautilus XIII.

She also appeared as Janice in the film Straw Dogs (1971) and Nemo in Baxter! (1973).
