All Authorized Couriers registered in the Express Cargo Clearance System (ECCS) are hereby advised to get themselves registered in ICEGATE portal to avail the facility of Electronic Cash Ledger (ECL).

The User Registration module registers users on ICEGATE website – including Custom Brokers (License Holder / F-card and G-card holders), IEC holders (and IEC authorized persons), Shipping Lines, Shipping agents, Airlines, Air Agents, Console Agents, ECCS user etc.
After basic validation by ICEGATE, this data shall be transmitted to ICES. After data validation from GSTIN, the Deputv/Assistant Commissioner, Drawback shall generate the scroll in ICES, which thereafter moves for payment of refund through PFMS module.
ECCS users who want to get registered at ICEGATE must register with their registered Email ID available at ECCS and Mobile Number available with ECCS and GSTN. Users should ensure that their Digital Signature Token (Class-III Individual Type) (Sign in & encryption) is plugged into their system before starting the Registration process.

All authorised couriers are requested to get themselves registered in ICEGATE to avail this facility. The Express Cargo Clearance System (ECCS) is currently operational at nine ICTs i.e. Bengaluru, Mumbai, Delhi Ahmedabad, Chennai, Cochin, Jaipur, Kolkata & Hyderabad.

ICEGATE (Indian Customs EDI Gateway) is an e-commerce portal of the Indian Customs which offers services such as e-filing of Bills of Entry (Import Goods Declaration);Shipping Bills (Export Goods Declaration); and EDI between Customs and its Trade Partners for IGM, EGM, Customs Duty Payment and Drawback Disbursal through electronic messages.
The issue of development of a module for integration of ECCS with Import Data Processing and Monitoring System (IDPMS) and Export Data Processing and Monitoring System (EDPMS) of RBI has been raised by stakeholders to comply with the statutory requirements prescribed by RBI.
This user manual is intended for use by all the existing users of ICEGATE who wish to create child user accounts for carrying out transactions on behalf of their business on the ICEGATE portal.
