If you wish to add effects to text in Adobe Premiere Pro, then the procedure is simple. Select the pink layer of text that you have created. Now, click on Effects Control in the Source window.

One thing worth noting: with the text box selected in the Timeline, going to Graphics and Titles > New Layer > Text, as you did in Step 1 will actually add another text box inside the selected one.
