Right-click the Excel file that you cannot open and select Properties. When the Properties dialog shows up, switch to the Security tab. Hit the Edit button to change permissions.
Double-click the Excel file you want to set as read-only on the network. The file opens on the network drive. Click the "Review" tab at the top of the Excel window.
