I paid $8. It's paid at a kiosk. You pay for the amount of time you wish to be there. Don't go over that time, though. I've read that they will charge around $16 if you exceed the amount you paid for. So, to be safe, figure how long you intend to be parked there, and go over it by a half hour.
Yes, but the parking garage is a short walk from the Hall of Fame. Drive deep into the garage and turn left to 2nd floor. Take the elevator to get outside.
