This is continuously moving by its own. Handle by property owner. You can not touch it or operate it or stop it. It take more than 1 minute to complete its one rotation but less than 2 minute. You can see it clearly as no rush or crowd there and its in open space public complex. So go walk around click picture and enjoy.
