When we visited in late February there were too many to count, great view from the board walk but it was a bit windy. Combined our visit with Cape Point

We didn’t have any tickets, we just arrived on the beach around 6pm and it was nice and quiet. Didn’t even know you have to buy any tickets. I’m sure you don’t.
